Developing inclusive literacy pedagogy requires more than awareness; it calls for a practical understanding of how language, cognition, and instructional design interact to support diverse learners. This study reports on the design, implementation, and evaluation of a six-session professional development programme aimed at strengthening educators’ knowledge and confidence in supporting literacy learning among students with disabilities. The programme was implemented across seven Maltese schools and adopted a blended structure, combining live face-to-face workshops with asynchronous video-recorded lectures. This format was developed in response to educators’ frequent concerns about limited availability and workload pressures, ensuring accessibility and sustained engagement over time. The content covered the foundations of literacy, including language and vocabulary development, phonological awareness, memory, attention, and executive functioning, with a strong emphasis on practical classroom application. A pre- and post-test design captured changes in educators’ knowledge, perceived competence, and attitudes toward inclusive literacy instruction. Findings indicate growth in participants’ conceptual understanding and ability to adapt literacy instruction for students with multiple learning difficulties. Qualitative reflections also reveal increased empathy, confidence, and use of concrete strategies that translate theory into practice. This study highlights how flexible, experiential professional learning can overcome participation barriers while equipping educators with the skills and mindset to promote inclusive literacy development in diverse classrooms.
