Preparing Schools for the Future: Foresight Leadership of Elementary and Junior High School Principals in Taiwan (108979)

In recent decades, schools worldwide have faced increasing complexity due to technological innovation, demographic change, globalization, and evolving educational expectations. These developments require school leaders not only to manage current school operations but also to anticipate future challenges and guide schools toward sustainable development. Foresight leadership has therefore emerged as an important leadership competency, enabling principals to envision long-term goals, promote innovation, and respond proactively to emerging educational trends. The purposes of this study are: (1) to explore the conceptual meaning and theoretical foundations of principal foresight leadership; (2) to analyze the characteristics and practices of foresight leadership among school principals; and (3) to provide recommendations for strengthening foresight leadership in Taiwan’s school leadership development. This research adopts a qualitative approach using semi-structured interviews. Participants include six elementary and junior high school principals who are identified as demonstrating high levels of foresight leadership, as well as 12 teachers from their schools. Purposeful sampling was used to select participants. Interview data were analyzed using NVivo software to identify patterns and key themes related to foresight leadership practices. The findings indicate that principals with strong foresight leadership demonstrate five major characteristics: visionary thinking, strategic planning, data-informed decision-making, stakeholder engagement, and adaptability to change. These leaders actively anticipate future educational trends, promote collaborative school cultures, and guide schools through strategic innovation. The study concludes with implications for leadership preparation programs and educational policy to strengthen future-oriented school leadership in Taiwan.
